These new guidelines apply to all vehicles—yes, that includes limousines, executive sedans, SUVs, and rideshare vehicles. If your child is in the car, the law applies.
What’s Changing in the Law?
Here’s a breakdown of what parents, drivers, and transportation services must follow:
Rear-Facing Car Seat Requirement

All children under age 2 must ride in a rear-facing car seat

Exceptions only apply if the child exceeds 40 lbs or 40 inches in height
Booster Seat Mandate

Children between ages 5 and 8 must use a booster seat

Booster is required until the vehicle’s seat belt fits properly across the shoulder and lap—typically when a child reaches 4'9" in height
Mandatory Chauffeur Training

All drivers, including limousine chauffeurs, must complete certified training in child passenger safety and correct car seat installation

Untrained or improperly trained drivers are not permitted to transport children under these laws
Back Seat Rule

Children under the age of 13 are required to sit in the back seat of the vehicle at all times, regardless of seating capacity or car type
